The Moving Tariff Target
While a hot-button topic, the tariff issue has been a moving target. When U.S. potato growers met last week at the NPC Washington Summit, we had questions about whether tariffs would cover agricultural products or if they would be imposed at all. On Tuesday of this week, 25% tariffs were officially imposed on Canada and Mexico, but yesterday afternoon, the president announced that tariffs on both countries would be deferred for one month on all goods covered under the USMCA trade agreement, which includes fresh and processed potatoes. With things changing by the day – or sometimes by the hour – we brought together a group of potato trade and supply chain experts to update growers on the current state of play. Japan is a significant market for U.S. processed potatoes, but as we’ve discussed a few times on this program, no U.S. fresh potatoes are allowed in Japan. The U.S. potato industry has been seeking approval to ship U.S. fresh potatoes into this significant market for over 20 years but the Japanese government continues to drag its heels. However, on Sept. 16, USDA and their counterparts in Japan are taking part in a bilateral meeting in Idaho Falls to discuss this issue. Confronting Politics – Overcoming More Than 20 Years of Delays In Japan
To support the U.S. potato industry in its three-decade-old effort to open Japan's market to U.S. fresh potatoes, National Potato Council CEO Kam Quarles and Bryant Christie, Inc.’s Matt Lantz traveled to Japan in late September to offer their expertise during U.S.-Japan plant health technical meetings. Kam and Matt called into the Eye on Potatoes podcast to report on the trip and the ongoing political roadblocks erected by Japanese regulators to prevent competition with their domestic potato growers. Although the U.S. has had market access to Japan for chipping potatoes since 2006, the U.S. is seeking market access for all fresh potatoes, including table stock potatoes. Defending Potatoes in the 2025 Dietary Guidelines for Americans Process
This week we chatted about the formulation of the 2025 Dietary Guidelines for Americans (DGA) and how the U.S. potato industry is working to ensure that the positive facts about potato nutrition are heard by those creating the guidelines. We were joined by NPC CEO Kam Quarles who submitted testimony to the Dietary Guidelines Advisory Committee, which is charged with reviewing the current body of nutrition science and developing a scientific report for HHS and USDA to consider as it writes the 2025 DGAs. We were also joined by Beth Johnson, who has spent over 25 years as a food policy expert, both inside and outside of government, including at the Food and Drug Administration, U.S. Department of Agriculture, Senate Agriculture Committee, and the National Restaurant Association. While at USDA, she helped lead the department’s work in creating the 2005 Dietary Guidelines for Americans. Reflections on the 2023 EPA/USDA Agency Farm Tour Hosted in Washington State
The National Potato Council's annual EPA-USDA Farm Tour allows federal regulators the opportunity to meet with growers face-to-face to better understand how their decisions have real-world implications on family farms. In July 2023, NPC partnered with the Washington State Potato Commission (WSPC) to host its annual Agency Farm Tour in Washington’s Columbia Basin for USDA and EPA staff. Tour stops focused on the use of potato production technologies, including demonstrations of seed treatment, irrigation-mounted imaging cameras, drone and see-and-spray cameras, fumigation and chemigation equipment, and monitoring devices and models. An update on Mexico and other potato trade efforts
The full Mexican market for fresh U.S. potatoes was finally opened in the Spring of 2022, culminating a decades-long effort to tap into that massive market. Getting to Know 2022-23 Academic Scholarship Recipient Paige Hickman
The Potato Leadership, Education, and Advancement Foundation ( Potato LEAF ) recently announced that Paige Hickman, a Ph.D. student at the University of Idaho, studying plant-parasitic nematodes, insect pests, and diseases of potato, was the recipient of its 2022-23 Academic Scholarship. The $10,000 scholarship award is provided annually to one graduate student with a strong interest in research that can directly benefit the U.S. potato industry. As a Ph.D. student, Hickman’s research focuses on creating practical control strategies and educating growers on sustainable pest and disease management. PEI Potato Wart Update: Clear and Troubling Sampling Reduction Leaves Questions Unanswered
In light of the multiple potato wart finds on Canada’s Prince Edward Island (PEI), during a meeting of the Potato Association of America on December 1, 2021, the Canadian Food Inspection Agency (CFIA) provided growers and industry partners an update on its soil sampling efforts throughout the province’s potato production area. Mexico Overturns Ban on Fresh U.S. Potatoes!
After years of delay, on April 28, Mexico's Supreme Court unanimously ruled to overturn a lower court decision that prevented the Mexican federal government from implementing regulations to allow for the importation of fresh U.S. potatoes throughout the country. The ruling, cheered by the U.S. potato industry and its supporters in the U.S. federal government, marks the end of a decade-long legal process that began when Mexico’s potato industry sued its government to prevent competition from imports. NPC Vice President of Trade Affairs Jared Balcom and NPC CEO Kam Quarles call in to celebrate the decision and discuss next steps, including urging Mexico to immediately reinstate the rules to allow for the normalization of trade between our countries. Mexico is the third largest export market for U.S. potatoes and products valued at over $270 million in 2020. Despite the restriction to the 26-kilometer border region Mexico is the second largest market for fresh potato exports accounting for 106,000 metric tons valued at $60 million in 2020. The U.S. potato industry estimates that access to the entire country for fresh U.S. potatoes will provide a market potential of $200 million per year, in five years.

Breaking News: NPC Reacts to CFAP 2
On Friday, Sept. 18, the National Potato Council welcomed the announcement that USDA will implement an expansion of the Coronavirus Food Assistance Program -- CFAP 2 -- which will provide an additional $14 billion for agricultural producers who continue to face market disruptions and associated costs due to the government-imposed food service disruptions in response to the COVID-19 pandemic. Avocados for Potatoes – The 20-Year Fight for Fresh Potato Access to Mexico
Over the past 20 years, NPC and the U.S. potato industry have been working to allow full access to U.S. fresh potatoes to be sold throughout Mexico. On Aug. 18, three U.S. Senators called on U.S. trade negotiators to use the new authority found in the USMCA to increase pressure on Mexico to honor its commitment to allow access to U.S. fresh potatoes. NPC CEO Kam Quarles joined the podcast to discuss this long-simmering issue, which could amount to over $100 million annually, benefiting U.S. potato growers and Mexican consumers alike. Due to litigation brought by the Mexican potato cartel against their own government, U.S. fresh potatoes cannot be shipped beyond 26 kilometers of U.S.-Mexico border. This is a violation of a 2014 Mexican government decision to allow full access to U.S. fresh potatoes to be sold throughout Mexico and violates Mexico’s responsibilities under the World Trade Organization and the new USMCA. The litigation is currently before the Mexican Supreme Court, which has been on hiatus due to the COVID pandemic.

The Rightful Place of Potatoes in the 2020-2025 Dietary Guidelines for Americans
NPC President Britt Raybould calls in from Idaho to talk about the 2020-2025 Dietary Guidelines for Americans (DGAs), which are currently being drafted by USDA and U.S. Health and Human Services, as well as NPC's efforts to advocate for the inclusion of potatoes in all forms in the recommendations. NPC has played an active role in nutrition policy for many years, most recently correcting various policy decisions under the Obama Administration that disregarded nutrition science in the pursuit of excluding white potatoes from several federal feeding programs. It is anticipated that the final DGAs will be published before the end of 2020.
